Third, we will make trade work for America by forging new trade agreements. And when nations cheat in trade, there will be unmistakable consequences.

America's downgrade may serve as a wakeup call for its policymakers. It is an unambiguous and loud signal of the country's eroding economic strength and global standing. It renders urgent the need to regain the initiative through better economic policymaking and more coherent governance.

It is also why there is so little tolerance for substantive dis- sent, or fundamental critique, in America. Since our identity is in fact quite brittle, we have to be constantly telling ourselves how fabulous we are.

We all know that America is the worst country in the world, except for all the others.
